A BLUE STATE

The remaining part of California will remain a blue state with 59% of the population identifying with the Democratic Party and 39% affiliated with the Republicans.

A MAJORIY-MINORITY STATE

The population of California (31 million) will still be comprised of a majority of minorities. More than 39% of the population will be Hispanic, while slightly less (37%) will be White. Asians will make up about 15% of the population while Blacks will represent about 7%. 

CONGRESSIONAL SEATS

With a population slightly larger than that of Texas, we can expect California to have at least 38 congressional districts as Texas has, or possibly 39. That means California will have 40 or 41 Electoral College votes.
